TBI, the owner of Luton, Belfast and Cardiff City airports,  seemed an unlikely candidate for a fast recovery after 11 September, but growth in passengers from low cost airlines like Easyjet  continues to plug a gap left from the decline in charter and scheduled traffic.  This is the reason why TBI's passenger numbers still grew 4% in the year ended March 2002.   But the short termreason for buying the shares is the anticipation of a bidding war forTBI. Airport construction group, Vinci, had offered 90p a share lastSeptember before  the terrorist atrocities caused it to walkaway.  Stock Exchange rules forbid Vinci from making anotherhostile bid within 12 months of the original offer lapsing, but ...
