Labour’s Halloween budget was not broadly speaking as harsh as had been feared with inheritance tax breaks on AIM shares halved rather than abolished, CGT hiked modestly and ISAs left alone. Offsetting that are increases in employer national insurance contributions, which may reduce company profit margins and depress wage growth and there is also considerable uncertainty, notably for small business owners and farmers. But at least positively, next year’s GDP growth has been upgraded to 2% while base rates are still expected to fall, albeit less quickly than previously forecast.
