The Government’s introduction of a 3% surcharge on properties bought by buy-to-let (BTL) landlords / second home owners from 1 April 2016 was unexpected and follows the earlier reduction in mortgage interest relief for higher rate tax payers. Reading between the lines the political thinking is that this “punishment” (in spite of the fact that 91 out of 330 conservative MPs are themselves landlords) will free up supply to the benefit of first time buyers.
